The Policy Dilemma

The idea

My EPA programme at TU Delft is full of cases where there is no clean answer — only decisions with consequences that ripple in unexpected ways. Energy transition, water rights, urban mobility. I wanted to make that playable.

The concept: a short Twine text-adventure where you are a fictional policymaker. You get briefed on a dilemma (say, a city banning fossil fuel heating with 6 months notice), receive input from stakeholders with conflicting interests, and make decisions. At the end, you see the outcomes — and a reflection on what trade-offs you prioritised.

Not a game you “win”. A game that makes you think.

What AI will help with

  • Writing the branching narrative and stakeholder dialogue (with my direction and fact-checking)
  • Generating realistic but anonymised policy context
  • Helping me understand Twine’s Harlowe format

What I’m curious to explore

Can AI help me write something that feels genuinely complex, or does it tend toward oversimplified “good vs bad” framings? Testing that tension is part of the project.

Status

Idea stage — still deciding on which policy topic to use as the first scenario. Candidates: urban heating bans, rewilding vs. agriculture land use, AI in public sector decision-making.
